Lianyungang Port is
at the most easterly point of the New Eurasia Continental Bridge (NECB) spanning the
Eurasian Continent, and is a growing city standing at the coastal frontier of the Yellow
Sea.
Lianyungang was one
of the first 14 coastal cities opened to the outside world by the central government; it
is also the east terminal of the New Silk Road - The New Eurasia Continental Bridge.
Lianyungang boasts a unique mixture of scenery, sea and mountains, among them Yuntai
Mountain is a state-level scenic site. Lianyungang governs four counties and four suburban
districts; Ganyu, Donghai, Guanyun and Guannan counties and Haizhou, Xinpu, Yuntai and
Lianyun districts. There is one state level development zone and two provincial level
development zones.
Lianyungang has a
population of 4.05 million people and covers an area of 7,444KM2. It has an
urban and suburban area of 880KM2 with a population of 700,000. Lianyungang is
an ancient but also a young city. The land formed 1.6 billon years ago and saw human
activity as early as 100,000 years ago. Evidence of agricultural activities of 4000-7000
years ago has been found in the area. In 525 BC Confucius is believed to have seen the sea
from the top of Kongwangshan (which means the hill on which Confucius saw the sea). The
Qin Emperor came here 3 times while visiting eastern China. He built a stone gate here,
now called the East Qin Gate. Tang dynasty emperor Taizhong, regarded as a wise emperor,
created a wonderful tale when he passed Shucheng during a war to the east. Sun Yatsen the
founder of the KMT, made a blueprint of the East Harbor of Lianyungang during his two
visits to Lianyungang. Mr. Wu Chengen's world famous novel ¡°Journey to the West¡± was
inspired by his love for the nearby Huaguo Mountains. Li Ruzheng wrote ¡°Jin Hua Yuan¡± in the old town
of Banpu. Lianyungang was called Ju Guo in the Warring States period, Haizhou from the end
of South-North dynasty to the Qin Dynasty and East Sea County in the Qin and Han
Dynasties. After Liberation in 1949, the central government made Lianyungang a special
region called Xinhailian, later Xinhailian city. The city was renamed Lianyungang in 1961.
Lianyungang Municipality began to govern its 3 surrounding counties in 1983 and later
Guannan county came under its jurisdiction. The name of Lianyungang is only 40 years old
and the existing administrative region of Lianyungang was zoned only 5 years ago. Only
during the past 20 years of reform and opening-up, has the modern port of Lianyungang been
built, a growing city, a new industrial city and an important tourist city.
Lianyungang is a
major regional transport hub linking the west coast of the Pacific to the east coast of
the Atlantic by the NECB. After years of construction and development a land, sea and air
transport network has been developed around the port. Lianyungang Port has become an
international trade cargo transport hub with complete port facilities. Its transit
capacity reached 27 million tones in the year 2000, while its designing capacity is 25
million. Lianyungang Port has trade and transport connections with nearly 1000 ports in
more than 160 countries. It has 60-odd
container-liners every month to and from Hong Kong, Japan, Korea, Europe and the west
coast of the North America. At the moment, projects improving the 100,000-ton berth and
constructing 3rd and 4th generation container terminals are
underway. Lianyungang Airport is ranked international 4D. It has flights to and from
Beijing, Shanghai, Guangzhou, Shenyang, Chendu, Xiamen and Dalian. The east Longhai
Railway has double tracked railways. There are direct passenger trains between Lianyungang
and Beijing, Shanghai, Nanjing, Baoji, Wuhan and Guangzhou. There is regular container
railway transport from Lianyungang to Zhengzhou, Xi¡¯an,
Chengdu, Lanzhou, and Ala Pass. As one of the 45 state main highway hubs, Lianyungang has
completed several highways. Two state arterial highways now under construction cross in
Lianyungang. These are the Lian-Huo Highway
(Lianyungang to Huoergusi in Xinjiang province) linking the east and west of China and the
Tongshan Highway (Tongjiang in Helongjiang province to Shanya on Hainan Island) linking
the north and south.
Since 1984 when
Lianyungang was one of the first 14 coastal cities opened to the outside world by the
central government, the Lianyungang government has been building its infrastructure
facilities to improve the investment environment. In 1992 Lianyungang was listed in the 40
cities with best hard investment environment in China.
Investors from 35
countries and/or regions have established some 200 businesses here. Many world famous
companies have invested here, such as ITOCHU International Inc., Suntory Inc., Amada, LG
of Korea, Chiatai Thailand, American Dupont, PPG, Sait-Gobain, Roquette, Provimi and
Germany Chinese Commerce Association. Investment has now reached US$800 million and annual
foreign trade volume US$500 million. Lianyungang has created and developed Lianyungang
Economic-Technical Development Zone 6KM2 of which has been developed. Such
advantageous industries as pharmacy, textile, and foods have started in the zone. The
30,000M2 Lianyungang International Exhibition Center is ready to meet
businessmen from both home and abroad. The International Infocenter for the New Eurasia
Continental Bridge has helped shorten the distance with other parts of the world,
especially with regions along the land bridge. The infocenter has information exchanges
with some 30 countries and/or regions and 10 domestic provinces and 40 cities along the
land bridge.
Lianyungang is a new
industrial city with unique features and abundant resources. Due to its temperate climate
midway between north and south and complicated geography and physiologromy, Lianyungang
boasts rich national, agricultural, ocean and mineral resources. Lianyungang is an
important agricultural production base in China. Its Haizhou Bay is one of China¡¯s 8 biggest fishing farms, Huaibei Salt Farm one the China¡¯s 4 biggest salt farms. Donghai is regarded as China¡¯s Crystal Town for its amount and quality of fine crystal. There
are some 40 other minerals in the area such as phosphate, granite, quartz, crystal and
serpentine. Lianyungang¡¯s industries are in the
first stage of development. Pharmacy,
chemical industry, textile, foods and building materials are 5 pillar industries with
local economic features. Lianyungang Soda Factory is one of 3 biggest factories of this
kind in China. Lianyungang LDZ Spandex Co., Ltd has successfully formed a joint-venture
with American Dupont. Listed companies include Lianyungang Heng Ri Pharmacy and
Lianyungang Ideal Group. A new group of large, hi-tech enterprises are just starting up.
Jiangsu Tianwan Nuclear Powder Plant, large-scale cooperation project between Chinese and
Russian Governments is under construction. Lianyungang will become important electrical
supply base in Jiangsu after its first construction phase which 2-one million KW
generators will be installed (a total investment volume of US$3.2 billion) is completed in
2004.
Lianyungang is an
important tourist city with beautiful surroundings. With mountains meeting the sea and
islands facing the port, Lianyungang has 14 tourist areas and 116 scenic spots. Among them
are the Huaguo Mountain park, charming beach, waterfall and hot springs in Donghai, the
ancient Haizhou Town and forest park. Lianyungang City is just like a pearl surrounded by

In the new century,
with the trend to global economic development and with the implementation of state
economic strategic decisions, Lianyungang is attracting more and more attention. The tenth
state ¡°Five Year Plan¡± is relying on the NECB to push the economic development in the area
along the NECB. The tenth ¡°Five Year Plan¡± of Jiangsu province also sees Liangyungang relying on the NECB to
speed up the pace of its development. As to opportunities in the new century, our goal is
to make people rich and the city strong. Our development strategy is to build a prosperous
city through opening up, education and port transportation. Marketization,
industrialization, informatization, urbanization, economic globalization and farming
industrialization.
We are laying a firm
foundation for the city to become a new strong industrial city, a beautiful tourist city,
a modern transport hub with an international harbor. Our goal is to lay a foundation for a
modern city in 5 years, to create a big city in 10 years and a metropolis in 20 years. We
shall further improve the investment environment of the state development zone, speed up
the construction of the Land Bridge Export Processing Zone. We shall fully fulfill our
preferential investment policies on taxation, land lease, technical support and
information services. We shall take more flexible measures to meet investors¡¯ needs. We shall improve the work efficiency of the Lianyungang
Center of Administrative Examination and Approval and minimize administrative charges.
Now, 40% of the administration formalities have been cut since the establishment of the
center and much more will be eliminated for economic affairs. Administration formalities
shall be completed in ¡°one door and within
stipulated time¡±. Systems of Public Notice,
Commitment and Responsibility shall continue to be implemented in foreign related government departments. Sense of service and
development shall be strengthened to create better soft and hard investment environments.
Lianyungang is
