In 2024, Lianyungang implemented the Municipal Regulations on Optimizing the Business Environment, significantly enhancing the speed and efficiency of administrative approvals. The “Comprehensive lnspection in One Go” initiative was recognized as a national model case for digital supervision. The city pioneered a province-wide integrated law enforcement platform connecting municipal, county, and township levels, expanded the “Exemption from or Reduction of Penalties” list for businesses, and ranked among the top performers in the province for the completion rate of the “Eficient Handling of a Single Matter” initiative. The province's first e-commerce credit service platform was also established. Lianyungang introduced 23 measures to support the private economy, added over 1,400 new “Four Above Enterprises” (referring to enterprises above designated size in industry, construction, wholesale and retail, and hospitality sectors), and saw the total number of market entities exceed 780,000. Four state-owned enterprises received AAA entity credit ratings. The Municipal Industrial lnvestment Fund was established, and an additional 6l enterprises were listed onthe specialized board for “Specialized, Sophisticated, Distinctive, and Innovative” SMEs.
