Digital Empowerment & Targeted Policy Implementation–Lianyungang Builds a Smart Coastal Saline-Alkali Land Management Model

To address the industry-wide pain points of northern Jiangsu’s coastal saline-alkali lands, including high soil viscosity, difficult transformation, extensive management and long production recovery cycles, Lianyungang leverages its coastal land resource endowment and the advantages of new productive forces. Taking Yangqiao Farm in Guanyun County as a pilot, the city has innovatively built a digital management system, integrating core technologies such as intelligent construction, IoT monitoring and simplified agronomic planting and breeding, to explore a new path of digitally empowered precise saline-alkali land management, and create a replicable and promotable smart transformation model adapted to northern Jiangsu’s coastal areas.
Comprehensive utilization of saline-alkali land is a key measure to expand reserved cultivated land resources, consolidate the bottom line of food security and empower rural revitalization. The pilot transformation at Yangqiao Farm has recently been completed. “The Yangqiao Farm pilot decodes the logic of coastal saline-alkali land management with digital technology, realizing the in-depth integration of traditional salt-reduction experience and modern technology, and completing the upgrade from ‘transforming land’ to ‘operating land’, and from ‘experience-based management’ to ‘scientific empowerment’”, an official from Lianyungang Bureau of Natural Resources and Planning introduced. Covering a construction scale of 113.47 hectares, the pilot project has added 102.64 hectares of high-quality cultivated land after systematic comprehensive management, with a newly added cultivated land rate reaching 90.46%. The project has coordinated the implementation of five major projects: land leveling, irrigation and drainage supporting facilities, field roads, ecological protection and special saline-alkali improvement, forming a modern farmland pattern featuring coordinated water-soil management, integrated field-road layout and ecological compatibility.
To break through the bottlenecks of traditional transformation, Lianyungang has applied digital twin and real-scene 3D technologies throughout the entire project lifecycle, promoting the transformation of saline-alkali land management from experience-driven to data-empowered, from extensive governance to precise smart management, and from single-item renovation to holistic systematic reconstruction. The pilot has innovatively built a four-in-one technical system covering “digital planning—dynamic monitoring—holistic management—planting & breeding innovation”. Digital modeling optimizes planning and design: the project breaks the limitations of traditional 2D design, builds a holistic 3D digital base, and integrates core engineering elements such as water conservancy pipelines, field roads and farmland units. Real-scene monitoring ensures construction quality: the project establishes a full-lifecycle real-scene 3D monitoring mechanism, regularly collects data of key processes such as earthwork leveling and facility construction using oblique photography and laser scanning technologies, and builds a time-series engineering database. The smart platform realizes closed-loop management: relying on multi-source data fusion technology, it builds a smart management platform featuring “unified management on one map, command on one screen”, integrating all elements including personnel, machinery, materials, environment and progress to realize integrated project control. Planting & breeding innovation accelerates reclamation and production: targeting the pain points of high-viscosity saline-alkali land such as difficult mechanical operation, easy soil layer disturbance and slow reclamation, the pilot promotes two-way innovation of equipment adaptation and agronomic optimization.
“Going forward, we will continue to consolidate the mature experience of the pilot, iteratively optimize the differentiated and digital saline-alkali land transformation technology system, continuously revitalize idle saline-alkali resources, optimize the spatial pattern of cultivated land, and improve the comprehensive productivity of cultivated land. We will keep improving the Lianyungang Model of comprehensive saline-alkali land management, and contribute high-quality land renovation achievements to the protection of cultivated land resources, the stability of food security and the comprehensive rural revitalization”, the official stated.
