China Electronic Port Lianyungang Integrated Service Window Launched

On August 1, the China Electronic Port Lianyungang Integrated Service Window officially opened. Foreign trade enterprises in Lianyungang can now complete the full process of applying for China Electronic Port IC Cards—a digital identity credential essential for customs declarations, tax refunds, and foreign exchange verification—right at their doorstep. This marks another significant achievement in the city’s digital transformation of port services since it was approved as one of Jiangsu Province’s first batch of national smart port pilot projects in 2023.

Recently, Mr. Zhang, head of a local foreign trade enterprise, visited the service window located on the first floor of the Lianyungang Shipping Center to apply for his China Electronic Port IC Card. “This card is crucial for handling import-export procedures with customs, foreign exchange bureaus, and tax authorities through online platforms,” he explained. Previously, businesses had to travel to Nanjing for such services, incurring time and logistical costs. Now, through Lianyungang’s “E-Port Connect” platform, companies can submit applications online and complete in-person document submission at the service window, with cards issued within 3-5 working days.

In recent years, Lianyungang Port has accelerated the development of smart port applications, aligning with international standards. Building on existing infrastructure such as the Port Public Information Platform, “Three-in-One Three Mutual” system, and Single Window digitalization, the port has established an integrated service network covering sea ports, airports, customs clearance, logistics, trade, and finance. This culminated in the launch of “E-Port Connect”, Lianyungang’s unified smart public service platform.

“Developed under policies optimizing the port business environment, ‘E-Port Connect’ was created in collaboration with the Nanjing Branch of China Electronic Port Data Center. Lianyungang’s designation as a service window has greatly enhanced convenience for foreign trade firms in the city and northern Jiangsu,” said Wang, general manager of Lianyungang Electronic Port Co., Ltd. The China Electronic Port IC Card serves as a digital ID and seal for import-export and customs declaration enterprises. Previously, procedures like card issuance, unlocking, and information updates required mailing documents or traveling to other cities. Now, these services are fully accessible through the “E-Port Connect” platform.

The new service window eliminates the “last-mile barrier” for businesses. It offers comprehensive services including free card issuance for new entrants, information updates, card replacements, and integrates fully with China Electronic Port Data Center operations, enabling “local and one-stop” solutions for Lianyungang and neighboring regions. Currently, Lianyungang’s window is the fifth of its kind in Jiangsu, following Nanjing, Wujiang, Gaoyou, and Yancheng.

Notably, the launch of the service window coincided with the rollout of functionalities like the Port Unified Identity Authentication Center (One Account Access) via the “E-Port Connect” platform, enabling seamless online-offline service integration. Looking ahead, Lianyungang Electronic Port Co., Ltd. aims to expand the “E-Port Connect” brand’s influence, leveraging its digital infrastructure to introduce more intelligent customs services and foster a “streamlined, efficient, and cost-effective” port business environment.
