How　to　carry　out　the　first　step　of　innovations?　LianYunGang　Development　Zone　has　formed　a　good　ecological　environment　by　system　design,　supplies　for　punctual　and　proper　policies,　attraction　of　the　talent　and　capital　as　well　as　stimulation　for　constant　emergence　of　new　ideas　and　new　actions　of　innovators.Every　year,　Development　Zone　introduces　interim　procedures　of　importing　high-level　talents,　interim　procedures　of　reward　for　high　individual　income　taxes　of　high-level　talents,　policies　and　comments　on　forward　to　promote　the　development　of　innovation　and　so　on.It　keeps　implementing　'plans　on　three　innovation　talents'　and　launching　recruitment　for　talents.　More　than　1.5　billions　yuan　have　been　input　to　build　International　Industry　Exhibition　Center,　talent　apartments,　international　school　and　to　establish　development　consult　committee,　entrepreneur　association　and　pharmaceutical　profession　association　and　so　on,　which　form　an　attractive　talent　atmosphere.
