In terms of education, four schools, including Jianghua Road Campus of Haining Middle School and Donghe Campus of the Municipal Experimental School will be opened in autumn. The main construction of primary and secondary schools of Haizhou Industrial Park plan will be completed. Four kindergartens will be set up. The coverage rate of inclusive kindergartens will reach 80%. Eight provincial and municipal quality kindergartens will be established. Sixteen million yuan of various financial supports will be distributed.

In the field of health, Huaguo Mountain Community Health Service Center and Yuzhou Community Health Service Center have been built. The construction of Xinhai Community Health Service Center is started. Six basic level expert studios will be built. A "15-minute medical insurance service circle" in the village community will be built with a coverage rate of over 80%, which will further improve the convenience of medical insurance treatment for the masses. Free vaccination of cervical cancer vaccine for girls in grade seven will be popularized in these communities. Free antihypertensive drugs will be provided to 3600 patients with type H hypertension. Seventy-five thousand senior citizens over 65 years old will be offered free medical examination.

In the field of transportation, the eastern ring road (Keyuan Road) and the northern ring road (Lingzhou Road - Renmin Road) of the inner ring road in the urban area are rapidly transformed. Linkage control of small and micro blocking points such as Yanhe Lane and Julong Road is implemented. Seven municipal roads, including Xintuan Road, are newly reconstructed. Four "dead ends" including Longhai West Road will be opened up. Ten kilometers of rural roads will be upgraded and 2 rural bridges will be reformed. Two scenic agricultural roads will be built. Thirty kilometers of rural road safety and life protection projects will be implemented. Ten "Lianyungang Cloud Charging" new energy charging stations will be newly rebuilt. Four hundred new charging parking spaces will be added. Two thousand new charging facilities will be built in communities, and a 10-minute charging circle will be created.

In the field of employment and entrepreneurship, 60 job fairs were held, providing 6000 jobs. Fourteen thousand new urban jobs were created. Eight thousand and seven hundred unemployed people in cities and 1800 people with difficulties in employment were offered assistance. A thousand youth employment internship positions were provided. Two thousand and one hundred urban and rural workers were trained in employment skills. One thousand six hundred and forty successful self-employed people have been supported and 6560 jobs have been created.

In the field of livable environment, 80 old communities with an area of 790000 square meters have been renovated, benefiting 7616 households. Five urban greening demonstration roads will be built. Ten pocket parks such as the Biandan River and 30 garden streets have been built. The urban idle land resources will be sorted out with full use of more than 200 mu of vacant land in the corners. Nursery bases, urban parks, parking lots and other supporting facilities will be added.

In the field of ecological governance, 39 river courses with the length of 211 kilometers will be regulated, and 60 control gates are newly reconstructed. The construction of hydrophilic corridors such as the Yudai River, the Dapu River and the Longwei River will be carried out to a high standard, and six happy rivers and lakes such as the Shaoxiang River will be built. The detection and repair of 200km rainwater and sewage pipe network in 6 areas including the Yudai River and the Dapu River will be completed. Five thousand and five hundred mu of pond ecological transformation will be finished. Professional operation and maintenance of sewage treatment facilities in 30 natural villages will be completed. Normalized regulation of cooking fume is strengthened.

In the field of public security, the emergency command center in the operational area will be built. The construction of the joint command center of public security is started. Five police stations, 6 police sub-stations and 46 community police offices will be newly rebuilt. The second phase of the "Xueliang Project" is implemented, and 2650 HD video probes are newly built. Eighty smart security communities are newly built. Full coverage inspection of food production and operation units is carried out, and random spot check on more than 6900 food samples has been carried out.

In the field of rural revitalization, 20000 mu of high-standard farmland will be upgraded. The planting area of vegetables stably remains at more than 70000 mu. One hundred and eighty-five community distribution centers are upgraded, and the proportion of green and high-quality agricultural products is more than 66%. Thirty sewage treatment facilities in natural villages are built. More than 10000 rural household toilets are renovated. A new rural community will be built and 500 households will be improved. The newly-added afforestation area is 3400 mu, the farmland and forest network of 18000 mu will be improved, and two provincial green beautiful villages will be built.

In the field of culture, tourism and life, over 30 events such as the Provincial Grand Canal Series, the National Fitness Day and the Sports Festival for the Elderly will be held. Ten community library branches will be set up. Taohuajian, Liuzhizhou Mountain Sports Park, Qushan Academy and other scenic spots will be upgrade. Night tours, night performances, night shopping, night entertainments and other forms of business on Yanhe Lane and Minzhu Road will be enriched, and the night view of the block will be upgraded. The "meta universe" interactive experience will be developed to create and improve the quality of night consumption.

In the field of social security, the elderly-oriented home (family) transformation for 300 old people with difficulties will be completed with nursing beds accounting for 67%. Two new universal care institutions will be added. Ten basic-level convenience service centers will be rebuilt and expanded, and 7790 square meters of community housing will be added. All-round assisting home care and rehabilitation services for 400 families will be provided; day-care services for 380 disabled people and boarding care services for 35 severely disabled people will be offered.
