SCO International Logistics Park Makes Breakthroughs on Multiple Fronts with Two-Pronged Efforts

As an important platform for the overseas base of SCO (Shanghai Cooperation Organization) member countries, the SCO (Lianyungang) International Logistics Park has demonstrated strong development momentum. In the first eight months of this year, the logistics volume of the SCO International Logistics Park reached 53.3706 million tons, representing a year-on-year increase of 11.89%. The cumulative number of China-Kyrgyzstan-Uzbekistan “road-rail intermodal” freight trains dispatched was 494, up by 1.02% year-on-year.

Logistics is the lifeblood of economic development, and focusing on the construction of logistics industry projects is crucial for unblocking the main artery of high-quality development. Since the beginning of this year, the SCO International Logistics Park has made two-pronged efforts and achieved breakthroughs on multiple fronts in the fields of logistics project construction and transportation services, laying a solid foundation for making a strong push in the third quarter and striving for a successful performance throughout the year.

Accelerated construction of logistics projects builds new development supports. The Phase I project of the container terminal at the SCO (Lianyungang) International Logistics Park is a key infrastructure project supporting the “China-Europe and China-Central Asia Railway Express”. It is an expansion based on the Phase II of the Bonded Logistics Center (Type B), with a total investment of 187 million yuan and a designed annual container throughput capacity of 180,000 TEUs. As of the end of August this year, a cumulative investment of 102 million yuan has been completed, and the project is planned to be completed by the end of this year and put into operation in 2026. Among the emerging projects, the Smart Carbon-Reduction Warehousing and Logistics Project, with a total investment of 160 million yuan, will be equipped with 40 charging piles and 80 truck parking spaces, promoting the integration of logistics and new energy.

“Relying on the national port-based logistics hub, the park has stepped up its efforts to attract investment in port-related industries, promoting the innovative and integrated development of the logistics industry and manufacturing. Serving the construction of the overseas base for SCO member countries, it provides international logistics services for Central Asian countries and SCO member countries, aiming to build an international logistics transit hub,” said Liu, Director of the Logistics Development Department at the SCO (Lianyungang) International Logistics Park Management Committee.

Besides, enhanced efficiency of transportation services opens up new channels for smooth trade. Currently, the park has established a multimodal transportation system integrating “road, rail, river, and sea” and set up six overseas warehouses in Central Asia, Southeast Asia, and other countries and regions, significantly enhancing its international logistics service capabilities. Notably, remarkable achievements have been made in the transportation of commercial vehicles. In 2024, Lianyungang Port exported 350,000 commercial vehicles, ranking among the top three in the country. From January to August this year, the road port handled 11,338 commercial vehicles, a year-on-year increase of 105.3%. The China-Kyrgyzstan-Uzbekistan road-rail intermodal transportation has also yielded significant results. The park has optimized its processes, improving efficiency from the “day” level to the “hour” level. It has also secured policies for freight rate reductions, with a 20% reduction in the first overland transit freight rate in April and a 40% reduction in export freight rates in August.
