Lianyungang Comprehensive Bonded Zone Steps to a New Height to Open up to the World

Yesterday　morning,　Lianyungang　Comprehensive　Bonded　Zone　passed　the　acceptance　check　by　the　joint　acceptance　team　composed　of　Nanjing　Customs　and　other　departments.　Next,　after　the　approval　of　the　General　Administration　of　Customs　and　other　state　departments,　Lianyungang　Comprehensive　Bonded　Zone　will　be　formally　operated　and　become　a　new　engine　for　the　export-oriented　economic　development　of　our　city　and　even　Jiangsu.
On　May　31,　2018,　Lianyungang　Comprehensive　Bonded　Zone　was　successfully　approved　by　the　State　Council.　According　to　the　approval　documents,　the　planned　area　of　Lianyungang　Comprehensive　Bonded　Zone　is　2.97　square　kilometers,　which　is　divided　into　three　blocks:　one　block　is　located　in　Xuwei　New　Zone　with　the　planned　area　of　0.53　square　kilometers;　the　second　and　the　third　blocks　are　located　in　the　city　development　zone　and　are　integrated　on　the　basis　of　the　original　export　processing　zone　with　the　planned　areas　of　1.93　square　kilometers　and　0.51　square　kilometers　respectively.　The　comprehensive　bonded　zone　is　planned　and　designed　strictly　in　accordance　with　the　approved　special　regional　planning　control　area　and　four　boundaries,　and　"seven　connections　and　one　leveling”　has　been　achieved　in　the　area.
At　the　acceptance　site,　the　author　saw　that　green　metal　permanent　fence　was　set　up　in　every　block　of　the　comprehensive　bonded　zone　and　special　access　was　set　up　at　the　entrance.　Entering　the　monitoring　center,　all　the　monitoring　and　alarm　information　can　be　clearly　obtained　in　the　monitoring　hall.　Video　surveillance　is　provided　from　all-round,　uninterrupted　and　no　blind　area　in　the　areas　of　purse　seine,　entrance,　inspection　site,　supervision　warehouse　and　business　room.　"After　the　approval　of　the　comprehensive　bonded　zone,　we　will　deploy　the　construction,　acceptance　and　developments　in　an　all-round　way,　complete　the　construction　of　infrastructure,　regulatory　facilities　and　related　supporting　facilities　in　an　all-round　way,　and　set　up　specialized　agencies　to　manage　the　comprehensive　bonded　zone　in　accordance　with　the　needs."　Zhang　Xiaohai,　deputy　director　of　the　Party　Working　Committee　and　the　CMC　of　Lianyungang　Economic　and　Technological　Development　Zone,　said　that　Lianyungang　Development　Zone　will　further　increase　investment　efforts,　focusing　on　building　export　oriented　manufacturing　centers　based　on　"one　belt　and　one　road"　related　national　resources,　with　logistics　distribution　featuring　medicine,　food　and　agricultural　products.　Heart,　aquatic　products,　special　fruit　imports　and　cross-border　E-commerce　industry　sales　service　centers　with　regional　influence,　cultivate　new　momentum　and　new　advantages.
In　Xuwei　New　District　of　Lianyungang　Comprehensive　Bonded　Zone,　the　service　center　for　customs　and　operation　company　has　been　built　and　put　into　use.　The　relevant　supporting　facilities　such　as　monitoring　center,　research　room　and　computer　room　all　meet　the　needs　of　daily　office,　examination　and　approval　of　procedures　in　and　out　of　the　zone.　Zhu　Bin,　deputy　director　of　Xuwei　New　District　Management　Committee,　told　the　journalist　that　Xuwei　New　District　of　Comprehensive　Bonded　Zone　will　take　the　opportunity　of　Customs　closure　and　acceptance,　rely　on　industrial　basis,　enlarge　port　advantages,　implement　dislocation　development　and　focus　on　building　bonded　logistics　platform,　processing　and　manufacturing　platform　and　display　and　exchange　platform.
It　is　reported　that　the　Comprehensive　Bonded　Zone　is　a　special　customs　regulatory　area　with　the　highest　level　of　openness,　the　most　complete　function　and　the　simplest　procedure,　besides　the　free　trade　area.　In　the　process　of　construction　of　comprehensive　bonded　zone,　our　city　insists　on　construction　and　investment　promotion.　At　present,　there　are　39　enterprises　stationed　in　Lianyungang　Comprehensive　Bonded　Zone,　including　18　foreign-funded　enterprises　with　a　total　investment　of　290　million　US　dollars　and　21　domestic-funded　enterprises　with　a　total　investment　of　1.85　billion　yuan.
The　next　step　is　that　our　city　will　promote　the　coordinated　development　of　two　and　three　districts　in　an　all-round　way　in　combination　with　the　construction　of　major　national　open　platforms,　do　a　good　job　in　replicating,　popularizing　and　integrating　innovation　of　the　pilot　experience　of　free　trade　pilot　zones,　make　full　use　of　both　domestic　and　international　markets　and　two　resources,　vigorously　develop　new　industries　and　new　formats　and　make　every　effort　to　promote　comprehensive　bonded　zones.　We　will　also　invite　investment,　strive　for　more　enterprises　to　be　stationed　and　construct　the　Comprehensive　Bonded　Zone　to　a　new　height　for　our　city　to　open　up　to　the　world.
