Jiangsu’s Second 300,000-DWT Crude Oil Terminal Begins Operations in Lianyungang

Yesterday, the 300,000-DWT crude oil tanker “Xinjiyuan” successfully berthed at Berth 173 of Lianyungang Port’s Xuwei Port Area and commenced crude oil unloading operations. This marks the official commissioning of Jiangsu’s second 300,000-DWT crude oil terminal, fully opening a public corridor for rapid import of crude oil into Jiangsu Province and providing efficient, stable crude oil supply services to refining and petrochemical enterprises across the middle and lower reaches of the Yangtze River.

The 300,000-DWT crude oil terminal at Xuwei Port Area has a designed annual throughput of 18.5 million tons and a total berth length of 412 meters. Facilities include the working platform, mooring dolphin, fire control building, process pipelines, and loading-unloading equipment. Currently, the conveying equipment, electrical systems, control systems, fire protection systems, and environmental protection systems are all operating stably, with smooth process integration, sound safety management, and all indicators meeting design standards. In addition, the terminal closely aligns with the development and layout adjustment of Jiangsu’s petrochemical industry, providing strong energy support for the integrated development of the Yangtze River Delta region.

Since the project’s launch, the port has faced complex offshore construction conditions, stringent technical standards, and numerous concurrent operations, coordinating all participating units to overcome difficulties. For key processes such as offshore pile foundation construction, large equipment installation, and elevated pipeline laying, the team conducted rigorous scheme verification, full-process quality control, and targeted research to resolve multiple offshore construction challenges. Strict adherence to work safety accountability and environmental requirements ensured zero injuries, zero accidents, and zero pollution, guaranteeing the project’s steady, high-standard progress.

To ensure the terminal’s earliest possible commissioning, Lianyungang Maritime Safety Administration completed navigation parameter filings in advance and actively supported the temporary activation of the berth. “During the vessel’s approach, we relied on the smart maritime supervision system and VTS to monitor waterway dynamics in real time, deployed patrol vessels to reinforce navigation order maintenance and risk prevention on site, and scientifically organized inbound and outbound traffic,” said Chen from the Lianyungang Maritime Safety Administration Command Center. The administration also specifically arranged for a half-loaded vessel to conduct a trial berthing ahead of the first call, optimizing the safety assurance plan.

Currently, the main port area’s 400,000-DWT iron ore terminal and both 300,000-DWT crude oil terminals at Xuwei Port Area are all in operation. This will further leverage the advantages of the 300,000-DWT channel expansion project, ensuring the safety and smooth flow of bulk cargo logistics and supply chains for both domestic and international trade. Going forward, Lianyungang Port will continue to strengthen production safety management, optimize terminal operations, equipment maintenance, and service support, fully harness the advantages of large-scale specialized crude oil terminals, and accelerate the construction of a world-class seaport.
