Proposal Released for Preventing Epidemic and Stabilizing Labor Relations during Spring Festival in Our City

Spring Festival is drawing near. People move frequently and gathering activities further increase the risk of epidemic spread. In order to effectively implement various prevention and control measures, ensure the normal production and operation order of enterprises and the health of employees, and stabilize labor relations, on January 14, the Municipal Tripartite Committee on labor relations coordination issued relevant initiatives on prevention of epidemic and stabilization of labor relations during the 2021 Spring Festival. There are three aspects in the development of epidemic prevention, including enterprises’ main responsibility for prevention and control, employees actively cooperating with the prevention and control requirements, and relevant departments fully supporting enterprises.

Enterprises take the initiative to assume the main responsibility of epidemic prevention and control. We should encourage the staff to spend the Spring Festival in Lianyungang, improve the dining condition, arrange cultural, sports and other activities, and pay close attention to the holiday life of the staff staying in Lianyungang. Especially for the staff of branches set up in medium and high-risk areas, we should guide them to implement the prevention and control requirements and care about their personal and family life. Enterprises with more orders and heavy production tasks, on the premise of ensuring the safety bottom line, can negotiate and formulate plans such as peak shifting holidays, flexible holidays and salary standards for employees in the Spring Festival, so as to protect the legitimate rights and interests of employees, and can also make full use of the form of shared employment to alleviate the contradiction between surplus and shortage of enterprise employment. Enterprises with normal production and operation during the Spring Festival should actively implement the requirements of epidemic prevention and control, strengthen education and offer tips for employees, and distribute necessary prevention and control supplies to ensure the health of employees. Take positive and effective measures to encourage and retain foreign workers to stay for the holidays, and timely investigate whether the workers stay and the schedule of holidays, so as to ensure a comprehensive understanding of the specific flow of workers during the Spring Festival. It is necessary to build the bottom line of labor safety during the festival, do a good job in labor safety protection and management, and effectively eliminate all kinds of potential safety hazards caused by overtime production during the Spring Festival.

Employees should actively cooperate with the prevention and control requirements. They should pay attention to the overall situation, fully understand the importance of epidemic prevention and control, strictly abide by the requirements of epidemic prevention and control, take the initiative to implement various prevention and control measures, try to stay in Lianyungang during the Spring Festival and go out less without gathering. Employees should actively participate in the enterprise's consultation on working hours, rest and vacation, salary standards, etc. during the Spring Festival, and fully implement the contents determined through consultation.

Relevant departments fully support the development of enterprise epidemic prevention. For enterprises whose production tasks are unbalanced due to the arrangements for epidemic prevention during the Spring Festival, the examination and approval conditions for comprehensive working hours and irregular working hours should be appropriately relaxed to shorten the examination and approval time as far as possible. We should strengthen the guidance and service of sharing employment, and encourage and guide enterprises and workers who are willing to adjust employment to actively participate. Carry out various forms of labor surplus and shortage adjustment activities, help enterprises with large short-term employment demand during the festival, connect enterprises with early holidays and more surplus employees in advance, and promote the employment balance among enterprises; encourage and support human resources service institutions to provide employment services, actively provide forward services, and carry out targeted guidance. Guide enterprises to stabilize labor relations during the Spring Festival, standardize employment behavior; guide enterprises and employees to negotiate on working hours, rest and vacation, wages and flexible employment during the Spring Festival.
