SCO Logistics Park Activates New Momentum for Cross-Border Opening-Up

According to Lianyun District, from January to July this year, the logistics economy of the SCO (Lianyungang) International Logistics Park maintained steady progress with both volume and quality improving. It handled a cumulative logistics volume of 51.6577 million tons, up 11.93% year on year, and container throughput reached 428,300 TEUs, up 6.13% year on year. The park’s throughput scale grew steadily, and the hub’s gathering and enabling effects continued to be unleashed.

As one of China’s core sea gateways for connecting with SCO countries and linking Asia and Europe, since the beginning of this year, the SCO (Lianyungang) International Logistics Park has relied on the resource advantages of a port-type national logistics hub to continue shoring up shortcomings and strengthening weak links, optimizing core hub functions. A modern cross-border logistics development pattern featuring coordinated land-sea planning, road-rail-river-sea connectivity, and smooth two-way flows at home and abroad is taking shape at a faster pace.

Freight train operations have improved in quality and efficiency, and cross-border logistics formats have continued to optimize. The park has continued to standardize freight train dispatch management, effectively prevent operational risks, and improve turnover efficiency. At the same time, it has deepened strategic cooperation with China Railway Intermodal, extended overseas logistics service chains, precisely expanded diversified cargo sources, and continuously optimized the structure of import and export cargo sources. At present, the park’s cargo categories are increasingly diverse, covering photovoltaic modules, high-end machinery and equipment, auto parts, daily necessities, chemical raw materials, etc. The diversified cargo source structure has continued to invigorate cross-border logistics channels.

Key projects are being accelerated into implementation, and the industrial support foundation is constantly consolidated. Since the beginning of this year, the park has focused on logistics infrastructure, bonded trade, new energy and new materials, and other fields, promoting a number of key projects to accelerate construction, go into operation at an early date, and deliver results as soon as possible. Among them, the belt conveyor corridor in the main port area is under accelerated construction and is scheduled to be completed in September; the first phase of the multimodal transport center has completed 30.3% of the total engineering volume; the 100,000-ton ferrous metal ore storage and logistics project is operating steadily; the Xinqili ore beneficiation and storage processing project and the Liandu new materials project have been completed and put into operation; the first phase of the container yard has been completed and put into operation. In addition, several projects, including China Cotton Storage and the Lianyungang central warehouse for agricultural materials reserves, are progressing steadily according to schedule. The International Live Seafood Bonded Distribution Center has been approved to conduct bonded transit trade, and has partnered with JD.com to build a cross-border live seafood fulfillment warehouse, successfully opening up a new track for cross-border fresh logistics.

It is reported that the park has also fully relied on the SCO cooperation platform, actively participated in the Harbin SCO thematic exhibition, and proactively engaged with parks in various places to discuss cooperation. It has deepened foreign-related exchanges, received the New Zealand Consul General for a survey of the cold chain industry, carried out several foreign-related study and exchange activities, and built diverse cooperation bridges. At the same time, it has supported trade promotion, commerce and other departments in jointly establishing an Enterprise Going Global Service Alliance to precisely escort local enterprises in cross-border operations. The park has proactively gone abroad, sending delegations to Kazakhstan and Uzbekistan for economic and trade visits, holding in-depth talks on expanding freight train cargo sources, jointly building overseas warehouses, and other areas, reaching multiple cooperation consensuses and continuously deepening cross-border logistics industry cooperation in Central Asia.

“In the second half of the year, the logistics park will continue to focus on high-quality development and fully enhance its level of opening up and logistics hub capacity. It will continue to expand the ‘freight train plus’ composite business format, upgrade the signature brand of China-Kyrgyzstan-Uzbekistan road-rail intermodal freight trains, optimize the layout of overseas warehouses, deeply connect with logistics enterprises in Central Asian countries along the route, and deepen cross-border industrial cooperation,” said the head of the Construction and Development Service Center of the SCO (Lianyungang) International Logistics Park. “While improving the layout of international logistics corridors, we will also promote the accelerated transformation of corridor advantages into industrial development advantages and strive to build a demonstration benchmark for cross-border logistics cooperation.”
