Lianyungang and Horgos Join Hands to Build “Digital Silk Road”

Recently, the “Yungang?Huo Data Exchange” platform was officially launched in Horgos, Xinjiang. This platform not only marks a significant milestone in the digital transformation of the Horgos Port but also represents the achievement of Lianyungang and Horgos in breaking geographical barriers and deepening data collaboration. It provides an innovative practical model for the construction of the New Eurasian Land-Sea Transport Data Corridor.

Lianyungang and Horgos are both important hub cities connecting the East and the West and traversing Asia and Europe. In recent years, the two cities have actively implemented General Secretary Xi Jinping’s important instruction to “build the New Eurasian Land-Sea Transport Corridor connecting Lianyungang and Horgos into a benchmark and demonstration project under the ‘Belt and Road’ cooperation initiative”. They have continuously expanded the boundaries of cooperation and actively promoted the “hard connectivity” of digital infrastructure and the “soft connectivity” of data governance rules.

As a core platform focusing on smart port public services, the “Yungang?Huo Data Exchange” platform integrates core functions such as customs clearance, logistics, trade, and finance, and constructs a unified service portal. Its innovative and intensive construction model, by establishing a unified data exchange bus, achieves “one-point access, data sharing, and one-stop service”. This precisely addresses previous pain points such as fragmented port services, poor data connectivity, and redundant corporate investments, providing crucial support for the efficient operation of the port.

“Previously, customs declaration took three hours, but now it can be completed in one hour. Goods loaded in the morning can reach the Almaty market in Kazakhstan in the afternoon,” said Yu, General Manager of Horgos Jinyi International Trade Group. After using the “Yungang?Huo Data Exchange” platform, port business operations have become more convenient and efficient. Data shows that in the first three quarters of this year, both the vehicle traffic volume and the number of China-Europe Railway Express at the Horgos Port have seen substantial growth, fully demonstrating the powerful momentum of smart transformation.

It is reported that the platform has served over 730 enterprises, with a coverage rate of 90% in the field of port trade information services. Through digital transformation, the operational procedures for outbound goods at highway ports have been reduced by 60%, efficiency has increased by 80%, and costs have decreased by 50%. For railway ports, the time for import goods clearance and local export operations has decreased by 70% and 80% respectively, and on-site operations have been reduced by nearly 20%, truly achieving “fast in and fast out”.

“The fruitful results of the Lianyungang-Horgos Data Corridor not only fully demonstrate the digital potential of the land-sea transport corridor but also lay a solid foundation and provide a valuable model for deeper and broader regional cooperation,” said a relevant official from Lianyungang Port Electronic Port Company. By continuously deepening the construction of smart ports, they aim to build an international logistics artery with higher efficiency, lower costs, better services, and stronger resilience, promoting the deep integration of economic and trade cooperation between China and Central Asia and Europe, and contributing the Lianyungang-Horgos strength to the stability and smoothness of the global industrial and supply chains.

It is worth mentioning that in addition to Horgos, Lianyungang Port has also established cooperative relationships with Xi’an, Lanzhou, Xining, and Urumqi, and will work together to build a land-sea transport data corridor that traverses the East and the West.
