Customs’ "Direct Loading and Direct B/L" Reduces Burden and Increases Efficiency of Foreign Trade Enterprises

In recent days, on the site of New Oriental Wharf at Lianyungang Port, bags of imported sodium sulfate were directly unloaded from the cabin to the truck. After passing the inspection by Lianyungang Customs, they were directly transported from the wharf to the enterprise.
"Recently, affected by the epidemic, the replenishment cycle of the factory's sodium sulfate inventory has been lengthened, and reducing the import clearance time of goods is crucial for enterprise production." According to the business manager of Lianyungang Zhongshun International Freight Forwarding Co., Ltd., "through the mode of ‘ship-side direct delivery’, the shortest time for picking up goods is reduced to 2 hours, and the average logistics cost of each batch of goods can be saved by nearly 100000 yuan."
The same scenario of cost reduction and efficiency improvement was also staged at Lianyungang Port. For large goods such as wind turbines, wind blades and wind towers, Lianyungang Customs provides services ahead of time, guides enterprises to plan the logistics route of goods arriving at the port in advance, actively promotes the "direct shipment upon arrival" mode of export goods, ensures that goods are "immediately available, immediately inspected and released" and effectively solves the problems of large wind power equipment and difficult transition.
In order to implement the measures taken by the superior customs to promote the stability and quality of foreign trade and focus on the actual needs of enterprises for rapid customs clearance, Lianyungang Customs has fully promoted the "direct loading and direct B/L" mode at the port. After the approval of the customs, the "two points and one line" rapid inspection and release of ships and factories can be realized.
It is reported that the "direct loading and direct B/L" is the abbreviation of the export "direct loading upon arrival" and the import "ship-side direct delivery" modes. The core of the two modes is to eliminate the link of container stacking and multiple loading and unloading in the port area without triggering customs inspection and to reduce the storage time of import and export goods in the port area as much as possible to achieve rapid import and export of goods. Under the export "direct shipment upon arrival" mode, enterprises are allowed to directly ship export goods after they arrive at the wharf, realizing "direct connection of vehicles and ships", and enterprises' export goods are loaded "zero waiting". Under the import "ship-side direct delivery" mode, enterprises are allowed to directly get the imported goods from the port after they arrive at the port.
According to statistics, from January to August, Lianyungang Customs supervised and carried out more than 860 batches of "direct loading and direct B/L" business and supervised more than 4.6 million tons of goods, saving enterprises more than 80 million yuan in costs such as container dumping and storage.
