On the 10th, it was learned from the Municipal Development and Reform Commission that 14 projects in our city were listed among provincial key projects, with a total planned investment of 162.95 billion yuan, an annual planned investment of 26.89 billion yuan and an annual planned investment of 240 million yuan more than last year. Among them, 12 projects are implemented, with a total investment of 142.95 billion yuan and an annual planned investment of 26.89 billion yuan; Lianyungang COFCO Oil Processing Project and Lianyungang Zhongfu Shenying Carbon Fiber Material Project are reserve projects with a total investment of 20 billion yuan.

It is known that among the 12 projects under implementation, there are 8 industrial projects with a total investment of 67.18 billion yuan and an annual planned investment of 18.46 billion yuan, including 2 strategic emerging industry projects with a total investment of 2.97 billion yuan and an annual planned investment of 9.6 billion yuan, 6 advanced manufacturing projects with a total investment of 64.21 billion yuan and an annual planned investment of 17.5 billion yuan; there are four major infrastructure projects with a total investment of 75.77 billion yuan and an annual planned investment of 8.43 billion yuan, including one transportation project with a total investment of 8.24 billion yuan, an annual planned investment of 1.23 billion yuan and three energy projects with a total investment of 67.52 billion yuan and an annual planned investment of 7.2 billion yuan. There are 3 projects of 1 to 5 billion yuan (including 1 billion yuan), 4 projects of 5 to 10 billion yuan (including 5 billion yuan) and 5 projects of more than 10 billion yuan (including 10 billion yuan).

This year, our city will focus on the goal of "achieving the construction rate of 75% in the first half and starting all the projects in September" as required by provincial key projects, and we will reverse the construction period and fight against wall charts to carry out 12 provincial key projects. For the four planned new projects, we will continue to strengthen the communication and docking with the relevant departments of the counties (regions) and municipalities directly under the central government and promote fast project procedures, laying a solid foundation for the smooth implementation of the project. We will strengthen overall planning and coordination of the eight projects under construction, provide good project services, track project progress in a timely manner and ensure timely investment and construction.

Close attention should be paid to difficulties and a strong guarantee should be provided. Our city will further improve the working mechanism of joint handling of key project problems, strengthen the sorting and joint handling of problems, promote the priority allocation of resource elements to key projects, make every effort to implement the guarantee of project land, energy consumption, capital, environmental capacity and other elements and timely deal with difficulties and obstacles in project construction. Shi Hualin, director of the Municipal Office of Key Projects, said that our city would fully implement the "42 provincial policies" and "Several Policies and Measures for Promoting the First Overall Improvement of Economic Operation" of our city, strictly implement various preferential policies in accordance with the principle of "consumption without examination", further stimulate the vitality of private capital and expand effective investment.

Close attention should be paid to the implementation of responsibilities to seek practical results. This year, our city will carry out a phased assessment based on the quarterly observation meeting with the focus on key projects construction and evaluate the commencement, construction period and completion of investment plans. The responsible parties must be fixed, and the construction of major projects must be solidly promoted to ensure early commencement, early construction, early production and early effect of provincial key projects. The observation of major projects in counties and districts should be organized on a monthly basis, and intensive commencement activities of major projects should be carried out in a timely manner to create a strong atmosphere of promoting the construction of key projects to "compare, learn and surpass". A development upsurge of focusing on projects and investment will be set off.
