According to the “measures”, foreign high-end talents are the focus of foreign talent introduction in our city, and they will enjoy the following rights and benefits: they are not restricted by age, education background and work experience; they can apply for the talents visa with the longest validity of 10 years and multiple entry; their spouses and children under age can have corresponding types of visa; they can apply for the "Invitation Letter of Foreign Experts to China" for short term stay in Lianyungang; they can apply for a foreigner's work permit with a maximum validity of 5 years to work in Lianyungang for a long time; they can apply for scientific and technological achievements awards and patents; they can enjoy the national, provincial and municipal policies on science and technology, talents, innovation and entrepreneurship; they can apply for honorary awards such as "Friendship Award of the Chinese Government", "Jiangsu Friendship Award" and "Honorary Citizen of Lianyungang".

Foreign talents will be classified. According to the regulations of the "measures", the city implements classified management on foreigners, which means respectively manage according to the foreign high-end talents (category A), foreign professional talents (category B) and other foreign personnel (category C). In order to provide more convenience for all kinds of foreign talents, the “measures” proposes that foreign high-end talents (category A) who come to implement national, provincial and municipal science and technology and talent projects, or visit, exchange and investigate in Lianyungang, can apply to the Municipal Science and Technology Department for "Invitation Letter of Foreign Experts to China", and apply to visa authorities abroad for VISA F to stay in Lianyungang for a short time and engage in related work. Those who meet the standards of foreign high-end talents (category A) can apply for the ation letter of foreign high-end talents from the Provincial Bureau of Foreign Experts through the Municipal Science and Technology Department and apply for VISA R with visa authorities stationed abroad.
