In 2024, the Municipal Committee issued the Several Opinions on Deepening the Implementation of the “Mt. Huaguo Talent Program” to Build a Regional Talent Center and Innovation Highland for the Belt and Road lnitiative, implementing five action plans comprising 28 specifc measures to enhance political leadership, talent attraction, platform capacity, reform and innovation, and ecological competitiveness. The city established the Municipal Talent Development Group and implemented the “Secretary Project” for talent work. The total talent pool exceeded 1 milion, including 60,000 high-level talents (those holding a master's degree or senior professional title). The city added 16 experts selected in the National Major Talent Program (Category A), 5 provincial “Innovation and Entrepreneurship Talents”, and 19 provincial “Innovation and Entrepreneurship Doctors”. Under the municipal “Double Creation Plan”, 38 innovation and entrepreneurship talents and 25 innovation and entrepreneurshin doctors received funding, totaling RMB 23.55 million. The city attracted 34,300 college graduates or higher, including nearly 2,400 high-level talents (102 of whom were selected for national, provincial, or municipal talent programs).
