Lianyungang High and New-technological Industry Development Zone

    I. General Situation of the High and New-technological Industry Development Zone

    Lianyungang High and New-technological Industry Development Zone was established in August 1997 under the approval of the People's Government of Jiangsu Province. At the same year, it constituted its action program, began to practice the management pattern of "two brands and one team" together with Lianyungang Economic and Technological Development Zone and set up the Business Establishment Center of the High and New-technology Zone. In April 1999, the Scientific and Technological Department of Jiangsu Province authorized the center to be the provincial service center for business establishment in the High and New-technology Zone by. In 2002, the Administration Bureau for the High and New-technology Zone was established, which was responsible for the development and daily management of the zone. The zone's predecessor was Songtiao Industrial Park, and the zone stretches from Xinxu Highway in the east to Longhai Railway in the west, from High Channel in the south to Songtiao River in the north. For the moment, the acreage of developed areas is 5.74 sq.km.

    II. Geographic Location and Investment Policy

    The High and New-technology Zone is located near Lianyungang outskirts, next to the heartland district of Xinpu, only 3 kilometers away from downtown, and thus possesses evident advantages in location. All the municipal resources in business, trade, finance, intellectual resources, information, science and technology, sanitation, education and so on can provide adequate and systematic services for the zone. The zone is convenient in transportation, for Ninglian Arterial Highway and 310 National Highway start from the zone and it abuts against Lianxu, Tongsan, and Jinghu Expressway. Xingangcheng Highway leads to the Port in the east of the zone and Longhai Railway passes the west of it. It is only 800 meters from the East Railway Station of Xinpu (freight depot). Investing in the zone, enterprises can share all the preferential policies of both national and provincial development zones at the same time, which include support policy of "Scientific and Technological Development Fund", preferential treatment in land use (even up to free use), support for incubators of scientific and technological enterprises, de-rated stipulated fees, etc. To the enterprises and products that are acknowledged according to related national, provincial and municipal regulations on high and new-technology enterprises and products, they can share related preferential policies. Therefore, the policies are very preferential.

    III. Development and Construction

    1. Infrastructure

    Since its establishment, the zone has already invested progressively more than 150 million Yuan in infrastructure and other construction projects. Now a 10KV transformer substation, a program controlled telephone station with 10,000 gateways, a 12,000 square meter incubator for science and technology enterprises, and so on. By now, facilities such as roadways, power supply, water supply, drainage of rainwater, communications in the zone have been completed on the whole. Roads like Zhenxing, Zhenghua, xi'an, Zhenzhou, Guangzhou, Sanya, and the No. 1 road, No.2 road, A road and B road inside the nongovernmental business park, and West Loop Line have formed a network and are in a crisscross pattern. The zone has reached the standard of "Five Throughout and One level"on the whole and carried out "Three Realization" projects of greening, brightening, and beautifying. By now, all the road networks have completed synchronously the construction of greening and brightening projects. The zone has become an evergreen garden-like park with green trees on the two sides of the road, flowers blooming in three seasons.

    2. Economic Development

    Since the approval and establishment of the High and New-technology Zone, its economy develops very fast and every economic indicators increase steadily. The zone makes great efforts to attract investments and to develop outward-oriented economy. As a result, it attains a passel of foreign investment projects, and now there are more than 60 industrial enterprises of various types. Among these enterprises, there are 12 foreign-capital enterprises, which have invested progressively more than 100 million U.S. dollar by now. For example, Futaike Wire Ltd. has invested 12.5 million U.S. dollar, Enjiasheng Electronic Ltd. 11 million U.S. dollar, Lianyungang AJINOMOTO Co.,Inc. 18.3 million U.S. dollar, Luogaite 70 millon Eurodollar. Besides, the zone also attracts a great passel of domestic capital projects, such as the second and third phrase projects of Glass & Steel with the total investment up to 30 million Yuan, Lianyungang Taishan Fiberglass Company with its total investment up to 10 million Yuan, Huawei Electronics with 47 million Yuan, Hairi Science and Technology 30 million Yuan, Huaqiao Industry 12million Yuan, Tongda Building Materials 12 million Yuan, Xinke Cable Company 15 million Yuan, Zhenxing Petrochemistry Company 14 million Yuan. The zone has also established Jerry Industrial Park of Seven-one-six Graduate School, and has advantages in such industries as building materials, food processing, chemical industry, and electron. In 2002, the gross industrial output value of the High and New-technology Zone reached 1470 million Yuan, the profit payments and tax turnover of industrial enterprise reached 78 million Yuan, financial revenue reached 21 million Yuan, and foreign currency of exporting goods reached 55 million dollar. Now, there are 2 provincial high and new-technology enterprises, 3 municipal ones and 11 high and new-technological products in the zone.

    3. Construction of Sub-parks in the Park

    In the zone, important food industry enterprises like Ruyi Group, Lianyungang AJINOMOTO Co.,Inc., Huidun Food have formed a group of food industry, while Enjiasheng Electronics, Futaike Electronics, 716 Jerry Electronics and other important enterprises have formed a group of electronic industry. In order to further promote the quick development of the economy, to make the industries stronger and better, and to extend industry chains to form concentrating effect, the zone will make greater efforts on the construction of the sub-parks in the park.

    (1) Composite Material Park. The programmed area of the park is 660 mu, stretching from Xinxu Road in the east to Zhenxing Road in the west, from Zhenhua Road in the south to 310 National Highway in the north . The park relies on Lianzhong Group, and Chinese Composite Materials Group is responsible for its investment and development. It focuses on the development of enlaced pipeline and gas cylinder, high-pressure composite tubing, new types of building materials and other industries. Based on the zone, the park will promote the quick development of the new material industry.

    (2) Silicon Material Industrial Park. Relied on Huawei Electronics, the Park makes good use of abundant silicon in Lianyungang. It introduces advanced technology from Zhejiang University, Nanjing University, Wuhan University and other scientific research institutions, and develops BGA¡¢CSP encapsulation materials, ball silicon micropowder, super tiny silicon micro powder, slice-pattern parts of apparatus, parts of apparatus of large-caliber quartz-tube high-purity polycrystal silicon, major-diameter silicon monocrystal, integrate circuit encapsulation and other products. The park makes great effort to enhance the engineering level and industrial scale of silicon information materials, shape itself to be a base of manufacturing characteristic information products, and promote the quick development of pillar industry of Lianyungang's silicon.

    (3) Nongovernmental Business Park. To encourage and promote the quick development of nongovernmental business, the zone constructed the Nongovernmental Business Park. The park is located in the north of High Channel, the east of Longhai Railway, the south of Zhenhua Road, and west of Zhenxing Highway, and its programmed area is 48.32 hectares, among which construction land is 41.62 hectares. By now, there are already 28 enterprises in the park with its total investment up to 260 million Yuan. Among these enterprises, projects with investment above 10 million Yuan are 10, and those above 5 million Yuan are 11. The main investment fields are electronic message, mechanical-electrical integration, biologic engineering, new materials and so on. The park will be completed and put into production by the end of this year. By then, new added industrial output value will reach 600 million Yuan, and it will become another new growth point of economic development in the development zone.
