  Dapu Chemical Industry Area of Lianyungang Economic and Technological Development Zone

    I. Natural Conditions

    (I) Geographic Location: Dapu Chemical Industry Area lies to the north of the downtown area of Lianyungang, nests to the port and is one of the special industrial areas of the national level Lianyungang Economic and Technological Development Zone.

    The area of the first-phase development of Dapu Area is: from Dapu Gate in the north to 310 National Highway and Longhai Railway in the south, from Dapu River in the west to Yellow-sea Chemical Plant in the east. The programmed area for land use is 7 square kilometers, and land used for building is 6.44 square kilometers.

    (II) Geology and Physiognomy: Dapu Area is close to the Yellow sea, and lies in the wide littoral plain where its physiognomy is flat and its average elevation is only 3.4 meters (Yellow sea's altitude). Here, the average soil pressure is 8 tons per square meters and the basic earthquake-proof intensity is 7 degrees.

    (III) Climate: Lianyungang City lies in the transitional belt between the warm temperate zone and the subtropical zone. With the four seasons clearly demarcated, it belongs to the marine climate with characteristics of monsoon. Its average air temperature is 14.4¡æ per year, and average amount of precipitation is 918 mm per year. The dominant wind directions are east wind and southeast wind by east every year. Dapu Area lies in the north of the city and is on the leeward.

    (IV) Hydrology: Lianyungang is located in the lower reaches of Yi, Mu, and Si rivers. The main rivers that pass through the city are Xinshu, Xinyi, Rosebush and other rivers, therefore, its water resources is abundant. The main water resource of the urban area-Rosebush flows by the west side of the programmed area.

    II. Industry Support

    (I) Power Supply: In Lianyungang, there is now Xinhai Power Plant with 530,000 KW electricity generation capacities, and Tianwan nuclear power plant, which will be put into production in 2004, and the electricity generation capacity of which will reach 2 million KW. These plants provide solid energy support. In the Chemical Industry Area, there are two generators with the main varying capacity at 10000KVA and voltages at 110KV and 35KV.

    (II) Water Supply: In the area, there is Maokou water supply works, which can provide 200,000 tons of water per day. The pipe diameters are respectively¡¨¦500mm and 800mm.

    (III) Drainage: In the area, the drainage of water and sewage is separated. There is a municipal first class sewage disposal plant only 500 meters away from the area, which can dispose 100,000 tons of waste water per day.

    (IV) Fire Control: The municipal fire control battalion is equipped with various kinds of advanced facilities and can arrive at the scene in five minutes to handle different kinds of disasters and accidents.

    (V) Solid Wastes: In the area, solely Japanese-invested enterprise Suzuki Waste Disposal Center of Lianyungang can undertake the storage and disposal of poisonous, nocuous industrial and household wastes.

    III. Development Planning

    (I) Character of the Chemical Industry Area: The area is the one that focuses on chemical industry, which mainly includes such fundamental chemical industries as petrochemical industry, salt and coal, and fine chemical industry, biochemical industry, chemical building materials, and other industries, as well as storage, materials circulation, scientific research and so on. In planning, the area pays much attention to the degree of association and capacity to provide the auxiliary items for the production of chemical products.

    (II) Land Use Programming: The area's road framework mainly adopts the form of square networks. Land plots in the area are portioned to the spur tracks of the area, the plots remain foursquare and complete, and the size of every plot is about 10 to 20 hectares in order to meet the flexible demands of the area's development scale and to reduce the waste of land.

    In the area, Dapu Road and Central Road are the key axes, which connect the Pesticide Chemical Industry Sector, Fine Chemical Industry Sector, and Petrochemical Industry Sector that are all based on existing enterprises, and also such domains as Sector of Basic Chemical Raw Materials, Carbon Chemical Industry Sector, Biochemistry Industry Sector, Building Material Chemical Industry Sector and Reserve Development Sector. Along the rivers and main traffic roads in the sector, band shaped environmental green spaces are laid out to form a complete greenbelt system.

    According to Lianyungang's overall planning, Dapu Chemical Industry Area is mainly accommodated with chemical industry enterprises, and thus belongs to the third-category of industrial areas.

    Land for storage is divided to common storehouse and dangerous articles storehouse. These storehouses are located in the east of the area, both sides of the Central Road and the northwest of the area.

    (III) Municipal Infrastructure Planning:

    1. Land Use Planning of Supplying Facilities

    (1) Water plant. The plant is located in the north of 310 National Highway, and its scale is 5.28 hectares. A 2,030m-wide greenbelt is reserved around the plant to keep water resources clean and air from pollution.

    (2) 110KV transformer substation. Two 110KV transformer substations are to be constructed. Tianwan Nuclear Power Plant of Lianyungang, which is about to be completed, will supply enough power for Lianyungang's industries.

    (3) Thermo-electric plant. In the middle of the area, a thermo-electric plant is planned to be built, which will occupies 15.12 hectares.

    2. Planning of Transportation Establishment

    (1) Public Freight Station. The area plans to set up two socialization freight centers occupying 6.85 hectares, which are close to the land used for storage and leased lines of the railway station, and will provide the enterprises with one continuous service line of transportation and storage.

    (2) Gas stations. A 0.47-hectare gas station is to be set up in the northeast of the area, and a 1.08-hectare one is to be set up in the southwest of the area.

    3. Land Use Planning of the Environmental Sanitation Facilities

    (1) Sewage disposal plant. The city's sewage disposal plant is located in the south of 310 National Highway and west of Dapu River, and its first-phrase project has almost been completed, and its capacity of wastewater disposal will reach 200 thousand tons.

    (2) Industrial Sewage Disposal Plant. An industrial sewage disposal plant is to be constructed in the west of the area. Its capacity of water waste disposal will reach 50 thousand per day, and it will occupy 12 hectares.

    (3) Garbage Disposal Plant. According to the plan, A garbage disposal plant is to be constructed in the east of the Dapu Chemical Industry Area and will occupy 10.35hectares.

    (IV) Planning of Water Resources and Water Plants:

    1. Considering the high water consumption and different demands on water quality by the area's enterprises, the area is to be supply water according to the demands on water's quality according to its water supply programs.

    2. To the water for living and for industrial use of some enterprises that demand a very high water quality, the area will provide water directly from the municipal pipeline networks. And to the others, the area's water-purification plant will be responsible for providing water.

    3. According to the planning, a water-purification plant will be constructed in the north of the 310 National Highway and west side of Dapu River. Its handling capacity will reach 160 thousand m3 per day, and its scale will reach 5.28 hectares. Its water resource comes from the Rosebush River, and after purification of the water, it will supply water for industrial use and appurtenant works in the area.

    IV. Construction Plan of Municipal Infrastructures

    At the end of 2002, the Dapu Road and Central Road began to be constructed. By October, 2003, all the road in the area and other infrastructures such as drain of rain water, water supply, water purification, waste water disposal, street lamps, virescence, communications, power supply, will be completed on the whole and meet the construction requirements of enterprises planning to station in the area.
