Yesterday, it was learned from the Municipal Command Center for Deepening the Battle Against Pollution that this year, our city would further promote green and low-carbon development, with stable and improving ecological environment quality, continuous decline in the total discharge of major pollutants, continuously enhanced ecosystem service functions, continuous improvement in urban and rural living environments, a more robust environmental governance system, and remarkable achievements in the construction of Beautiful Lianyungang.

We will accelerate the green and low-carbon transformation of our development model, optimize the spatial development and protection pattern, actively and steadily promote carbon peaking and carbon neutrality, and accelerate the green transformation and upgrading of key sectors. We will establish 2 green factories at the provincial level or above. We will actively build a "5+N" future industrial system. We will promote the economical and intensive use of resources, vigorously promote energy, water, land, material, and mineral conservation, and maximize resource allocation benefits and efficiency through market mechanisms.

We will continue to deepen our efforts to protect the blue sky, clear waters, and fertile soil, and promote a fundamental improvement in the ecological environment. We will strive to achieve an annual average PM2.5 concentration of 30 micrograms per cubic meter, an excellent air quality rate of 82.5%, and basically eliminate heavy pollution weather; the proportions of provincial and national water quality monitoring sections rated as excellent or good will reach 90.9% and 91.1% respectively, with no sections rated as inferior Class V; the proportion of good seawater areas in the coastal waters will be 87%; we will strengthen the treatment of solid waste and new pollutants, with a utilization rate of construction waste resources reaching over 70%, and promote the construction of at least one construction waste disposal site in each county, district, and functional area to meet regional needs. We will enhance the diversity, stability, and sustainability of ecosystems, add 3 ecological security buffers, and accelerate the improvement of regional ecological quality. We will carry out the second round of comprehensive biodiversity surveys in the city. We will accelerate the construction of environmental infrastructure, complete the third phase of the Chengnan Wastewater Treatment Plant, and build 40 kilometers of new urban sewage pipe networks. We will solidify the foundation for ecological and environmental safety.

We will create a model for the construction of Beautiful Lianyungang. Our city will promote the construction of a beautiful city, guided by the principles of green and low-carbon development, a beautiful environment, ecological livability, safety and health, and smart efficiency, focusing on key areas and prominent issues in the urban ecological environment, and promoting high-level protection, high-quality development, high-quality life, and high-efficiency management. We will promote the construction of beautiful villages, focusing on comprehensive ecological environment management, the conversion of "lucid waters and lush mountains" into economic benefits, green agricultural development, and the promotion of livable and workable environments, and implement rural construction initiatives. We will renovate 70 kilometers of rural water supply networks, build 220 kilometers of new rural ecological river channels, and renovate over 40,000 rural households' toilets. We will complete the remediation of 27 rural black and odorous water bodies, add 24 provincial-level green and beautiful villages, and build over 45 provincial-level characteristic idyllic villages and harmonious and beautiful villages, creating the Shilianghe Rural Resort Area and the "Hundred-Mile Blue Bay" Harmonious and Beautiful Village Demonstration Zone.

We will launch a city-wide campaign for the construction of Beautiful Lianyungang. Our city will vigorously promote ecological culture and practice a green and low-carbon lifestyle. We will advocate for a simple, moderate, green, low-carbon, civilized, and healthy lifestyle and consumption pattern, and guide the whole society to adopt healthy and civilized habits such as water, electricity, and gas conservation, waste sorting, the "clean plate campaign", and green transportation. We will establish a diversified participation action system, implement the "Green Partner" plan, promote public participation in ecological environment volunteer services, regularly carry out the "Beautiful China, Volunteering with Me" ecological environment volunteer service activities, and promote the development of environmental volunteer teams.
